Orangeville Northmen Constitution & Bylaws

ODMLA Constitution

Orangeville & District Minor Lacrosse Association Constitution 2001

Section 1 - Name & Objectives

  1. Name: This organization was incorporated October 29th 1987 and shall be known as the "Orangeville & District Minor Lacrosse Association".
  2. Objectives
    • To promote, teach and provide as much lacrosse for as many players as possible
    • To teach sportsmanship, and emphasize fair play at all times
    • To teach respect for players, officials and spectators and to develop community spirit

Section 2 - Annual Meeting

  1. The annual meeting shall be held during the month of October
  2. Those eligible to vote at the annual meeting shall be:
    • Parents or Guardians of registered players
    • Coaches, Managers, and League Officials
  3. Amendments may be made to this Constitution, but must be submitted in writing to the General Executive thirty (30) days prior to the Annual Meeting and must be approved by a two-thirds majority vote at the Annual Meeting.
  4. The order of business at the annual meeting shall be:
    • Reading the Minutes of last annual meeting
    • Presidents remarks
    • Significant correspondence received
    • Treasurers Report
    • General Business
    • Election of Officers
    • Adjournment
  5. A Nominating Committee, appointed by the President, shall present a slate of candidates for elevation of office at the Annual Meeting. Nominations will also be accepted from the floor. In both instances the Candidate must give approval to allow his/her name to stand.
  6. Election of officers shall be determined by a secret ballot.
  7. The President must be a member of the preceding Executive.

Section 3 - General Executive

  1. Officers shall be elected for a term of one-year commencing November 1st.
  2. The General Executive shall consist of the following elected officers and the immediate Past President of the league.
    • Elected Positions
    • President
    • Vice-President Rep Box
    • Vice-President House League
    • Vice-President Minor Field
    • Vice-President Women's Field
    • Vice-President House League
    • Treasurer
    • Secretary
    • Appointed Positions
    • Equipment Manager
    • Public Relations
    • Bingo Manager
    • Tournament Director
    • Scheduler
    • Coaches Voice
    • Referee-in-Chief
    • Pictures, Trophies & Awards
    • Sponsorships
    • Newsletter Editor
  3. The responsibility of the General Executive shall be to appoint coaches, conveners and disciplinary committee.
  4. Each member of the General Executive shall have one vote on all matters discussed at the General Executive Meeting.
  5. Each member of the General Executive is accountable to the President. The President shall account to the General Executive.
  6. The duties of the executive shall be:

President

  • He/She shall appoint additional members to the General Executive as required, subject to approval of the General Executive
  • He/She shall call and chair all meetings
  • He/She shall supervise the operation of the league
  • He/She shall be a member of all committees and shall be notified as to time and place of each meeting
  • He/She shall have the power, subject to the approval of the General Executive to replace any elected or appointed member whom he/she feels is not fulfilling his/her duty *He/She shall be a signing officer for the league
  • He/She shall be the official contact for the O.D.M.L.A.
  • He/She shall appoint on or more persons to attend Affiliated League Meetings
  • He/She shall carry on all league correspondence and keep copies of all letters
  • He/She shall obtain the contracts from the arena for floor time and any other functions

Vice-President Rep

  • He/She shall be an assistant to the President
  • He/She shall fulfill all duties of the President in the President's Absence
  • He/She shall be a contact for the O.D.M.L.A.
  • He/She will attend League Meetings
  • He/She will oversee their respective program
  • He/She will recommend conveners for approval by the General Executive
  • He/She will be responsible for soliciting potential coaches for approval by the General Executive

Vice-President Women's Field

  • He/She will attend League Meetings
  • He/She will oversee their respective program
  • He/She will recommend conveners for approval by the General Executive
  • He/She will be responsible for soliciting potential coaches for approval by the General Executive

Vice-President Minor Field

  • He/She will attend League Meetings
  • He/She will oversee their respective program
  • He/She will recommend conveners for approval by the General Executive
  • He/She will be responsible for soliciting potential coaches for approval by the General Executive

Vice-President House League

  • He/She will oversee their respective program
  • He/She will recommend conveners for approval by the General Executive
  • He/She will be responsible for soliciting potential coaches for approval by the General Executive
  • He/She will be responsible for setting up grading for players through their conveners

Secretary

  • He/She shall record minutes of all league meetings and provide a copy to each member of the General Executive
  • He/She shall ensure that all members are notified of all meetings
  • He/She shall be responsible for maintaining an adequate supply of all stationary at all times
  • He/She shall be responsible for maintaining a minute book

Treasurer

  • He/She shall keep an accurate record of all receipts and disbursement
  • He/She shall be responsible for League banking
  • He/She shall give a financial report at all General meetings
  • He/She shall be on of the Leagues signing officers

Appointed Positions

Equipment Manager

  • He/She shall arrange for maintenance, repair, and storage of all equipment owned by the league, including sweaters, shorts and socks
  • He/She shall issue goal equipment
  • He/She shall keep an accurate record of all equipment owned and distributed by the league and clearly mark each item
  • He/She shall keep on hand an ample supply of balls
  • He/She shall purchase all equipment and supplies with the General Executive's approval, as may be required by the league and must obtain at least two written quotations every two years

Referee-In-Chief

  • He/She shall be responsible for the assigning of referees for all house league games
  • He/She shall contact all referees about referee's clinics at the start of the season
  • He/She shall apply for referee's clinics as necessary
  • He/She shall solicit for referees

Scheduler

  • He/She shall be in charge of scheduling games and practices for house league, rep and field

Coaches Voice

  • He/She will work in conjunction with V.P. Rep on coach issues during the season
  • He/She will assist V.P. Rep in soliciting coaches for upcoming season
  • He/She will assist the Executive in coaching selections

Bingo Manager

  • He/She shall be responsible for providing individuals to work bingo

Sponsorships

  • He/She shall be responsible for soliciting sponsors for the season

Tournament Manager

  • He/She shall be tournament Chairperson at all O.D.M.L.A. tournaments
  • He/She shall apply to host any Ontario Lacrosse Association sanctioned tournaments

Pictures

  • He/She shall organize and distribute team pictures
  • He/She shall obtain a minimum of two written quotes for presentation to the General Executive for team pictures every two years

Trophies and Awards

  • He/She shall organize all league trophies and awards
  • He/She shall obtain a minimum of two written quotes for presentation to the General Executive for trophies every two years

Newsletter Editor

  • He/She shall design and have printed the newsletter with the General Executives approval
  • He/She shall edit information provided by the General Executive for the newsletter

Public Relations

  • He/She shall be responsible for generating publicity for O.D.M.L.A.

Section 4 - Meetings

  1. All meetings shall be at the call of the President
  2. Notices of meetings are to be phoned
  3. It shall be the duty of all members of the General Executive to advise the President of any matter they wish to put on the next meetings agenda

Section 5 - General

Midget & Juvenile Affiliation Agreement with Junior "A" & Junior "B" Northmen

  • No player shall play up unless the Coach and/or Manager have been contacted and they have given their approval
  • The necessary one game release has to be signed by an authorized official of the O.D.M.L.A. (President), or he/she cannot play up.
  • These releases must be obtained for both Exhibition and Regular play games. No more than three players can be taken up for one game (per team).
  • No player shall play up during one of his own SCHEDULED GAMES OR PRACTICES
  • No player shall play up until he/she does have approval of his Coach and/or Manager AND the authorized signing official for the O.D.M.L.A.
